Topic of Paper: " National Energy Efficiency Initiatives in Malaysia "

Mr Wong Tin Song graduated in 1986 from National University of Malaysia (UKM) with Bachelor of Science (Hons) majoring in Food Science and Nutrition.  Presently, he is the Undersecretary of Energy Efficiency Division of the Ministry of Energy and Natural Resources (KeTSA).  Mr Wong is instrumental in pushing for the implementation of the National Energy Efficiency Action Plan (NEEAP) from 2016 to 2025. In 2017, Mr Wong was involved in the drafting of the Green Technology Master Plan (GTMP) where energy, manufacturing, transport, building, waste and water were the major concerned areas for the green technology sector. 

 

At the moment, together with Energy Commission (ST) and Sustainable Energy Development Authority (SEDA), he is in the midst of drafting the Energy Efficiency and Conservation Act (EECA) and hopes to table the EECA Act in Parliament in 2021.

 

In 2019, Mr Wong Tin Song was appointed as the panel advisor for both Fuel Cell Institute and Solar Energy Research Institute (SERI) of National University of Malaysia (UKM).  In 2020, he was also appointed as the industrial advisor for Xiamen University Malaysia in the area of New Energy Science and Engineering Programme.

He has experienced and involved in the field of electricity supply for 13 years. His experienced mainly on electricity distribution and generation system.

Currently, he holds a position as Deputy Director in Electricity Licensing Unit in Energy Commission. Main function of this unit is processing and monitoring electricity license under purview of Electricity Supply Act 1990 (Act 447).

The electricity licensing regime including generation license for Renewable Energy power plant i;e: Solar PV, Biogas, Biomass & Mini Hydro.

Randall Lingam is the Branch Manager (Sabah) in Ditrolic Solar Group. He joined the company in 2018 and is responsible for the East Malaysian market. He leads the operation from Kota Kinabalu and has wide experience in solar business development and project management. Besides that, he oversees more than 12MW of group solar development asset in the state.

Presently, the Managing Director/CEO of SSM Associates Sdn. Bhd.  Having graduated from Loughborough University of Technology, United Kingdom, in 1983.  Began career with Tenaga Nasional Berhad (previously known as ‘Lembaga Letrik Negara’-LLN) and served for 10 years.  During the tenure with TNB, was attached to mini hydropower department for 3 years and in the later stage, in the transmission project department (PSP).  In 1994, left for private engineering consultancy services majoring in electrical power and telecommunication infrastructure works.  Completed the master’s degree (MBA) in the same year.

Active in renewable energy particularly mini hydro, solar, geothermal and biomass/biogas in both preliminary and implementation stage which include resources assessment and feasibility studies.  Have done projects in Malaysia and ASEAN region (Indonesia, Cambodia, Laos, Vietnam and Myanmar.

Have been invited as speaker and conducted trainings pertaining to namely, renewable energy and electrical transmission structures design and analysis.  Currently, is the President for the Malaysian Small Hydro Industry Association (‘MASHIA’).  MASHIA is a professional association promoting the development of small hydro power (SHP) schemes in Malaysia.  Its members comprise of stakeholders within the supply/value chain of the small hydro power implementation and operation.

Topic of Paper: " Sabah-UMS in Resilient Partnership for Green Technology towards Sustainable Development "

Kueh Boon Hee (or fondly known as Kelvin) is a Lecturer/Researcher at the Institute for Tropical Biology and Conservation, and the first and former Deputy Director of the EcoCampus Management Centre, Universiti Malaysia Sabah (2017-2020). Kueh Boon Hee has a B.Sc. Honours (First Class) Degree in Conservation Biology, and a M.Sc. by Research Degree also in Conservation Biology specializing in batrachology. He has been a field batrachologist and conservation biologist for the last 20 years, and he has a fervent passion for biodiversity, conservation, and sustainability studies. He has been actively helping the Federal, and Sabah and Sarawak State tourism authorities since 2006 in training tourist guides to be knowledgeable in biodiversity, anuran (frog and toad) biology, conservation, sustainable development, and nature tourism via modules for several tour guiding license acquiring and renewal courses. Kueh Boon Hee has graduated two M.Sc. candidates who worked on wildlife tourism and community based tourism for nature conservation, and three M.Sc. candidates who worked on anuran ecology. He is the co-author for two books, namely Anurans of Taman Negara Johor Endau-Rompin (2016) (awarded the ‘UTHM Best Book Award 2017’), and MUSEBASE: Collection Data Management System For Comprehensive And Sustainable Conservation Of Biodiversity And Ecosystems (2006). For his years of service and contributions to UMS, Kueh has been twice awarded the prestigious ‘Excellence Service Award’ [“Anugerah Perkhidmatan Cemerlang”] for the years 2004 and 2013, and awarded the ‘WWF-Malaysia National Eco-Lecturer Award 2019’ by WWF-Malaysia for his fervent contributions in Education for Sustainable Development (ESD)▪

Dr. Zahrim’s research mainly focuses on waste processing technology and has been leading several projects since 2006. To date, Dr. Zahrim has published 6 books, 18 book chapters, 35 journals and 50++ other publications. Dr. Zahrim was a visiting scientist at the University of Hull.

Topic of Paper: “ There is no such thing as waste! Lessons learned from The Netherlands Waste Management ”

Dr. Hue Seow Mun (Jasmine) is currently the Senior Economic Officer specializing in Water and Waste Management with the Ministry of Foreign Affairs, The Netherlands and based in the Netherlands Embassy in Kuala Lumpur, Malaysia. Her role is to identify and implement activities to address economic co-operation and to promote good governance, particularly in the fields of water and waste management between the two countries. She is also involved in identifying potential business partners both in Malaysia and The Netherlands and proposing potential partnership between companies. She was previously a university lecturer in Biotechnology and Molecular Biology and still actively involved in science communication activities. She hopes to encourage the younger generation to choose science as a career and co-founded the Institution for Science Advancement (IFSA), a platform to encourage STEM education among school students. Jasmine has not been to Sabah but inspired to hike Mount Kinabalu and to dive at Sipadan Island in the coming year.

Dato’ Leong Kin Mun, a Malaysian, is the Board Member of Malaysian Green Technology and Climate Change Centre (MGTC).

He holds a Bachelor of Surveying (Hons) in Property Management & Valuation, a Gold Medalist graduate honoured with Vice-Chancellor Award from the University of Technology Malaysia (UTM).

Dato’ Leong currently serves as the President of Malaysia Biomass Industries Confederation. Previously, he served as Technical Advisor to the European Union – Malaysia Biomass Sustainable Production Initiative (Biomass-SP). He has been appointed as Chairman – Panel of Experts (Biomass) for the MREPC Automation and Green Technology Fund established by the Malaysia Rubber Export Promotion Council (MREPC). Through his company, he has been appointed by the Sustainable Energy Development Authority (SEDA) to helm two national-level consultancy studies on up-scaling financing and developing viable business cases for Low Carbon Public Transportation (Bio-CNG and electric bus) and developing green technology business plans for Local Authorities and Green SMEs. He also serves as a Board Member of Environmental Preservation & Innovation Centre (EPIC), a Centre of Excellence for Waste Management under the purview of CENVIRO and Khazanah Nasional Bhd.

He aspires and devotes to contribute significantly towards realising the National Climate Change Agenda and the Green Growth Agenda in the 5 – year Malaysia Plan. Over the last 10 years, he has been invited to speak at more than 100 conferences locally and internationally and is well connected with stakeholders along the various supply chains of the biomass industries.  He has also contributed to various authorships in the field of biomass and green finance.

Topic of Paper: “ Role of POIC in Advocating Renewable Energy and Green Technology in Sabah : Opportunities and Challenges "

Ms. Gwendolen Vu is the new CEO of POIC Sabah Sdn Bhd. She is posted to this position only about a month or so ago. Previously she was the Director of the State Economic Planning Unit which she held the post for about two years. Before her promotion as the Director of the State Economic Planning Unit, she was the Deputy Director heading the Macro Division overseeing the macro economic development planning for the State, monitoring key macro economic indicators for the State, identify critical development issues and proposed research and studies to be undertaken by the State to address the development issues and way forward for Sabah. Before joining State Economic Planning Unit, she was attached to Institute of Development Studies (IDS) Sabah, a research think tank for the State Government.

Ms. Gwendolen Vu obtained her Masters in Economics and Econometrics from University of Essex, United Kingdom under the UK Chevening Scholarship. She obtained her Bachelor of Economics from Monash University, Australia.

Her hobbies include volunteering her service in the community through NGOs in which she has served as a Rotarian  and Past President as well as being a founding member of Habitat For Humanity in Sabah. She also enjoys exploring new places especially natural wonders, biodiversity and diverse cultures – hidden tourism treasures within Sabah and overseas.

Vitalis J. Moduying has an extensive experience in the fields of environmental management, forestry and ecology with over 22 years of experience in the Sabah State civil service. As one of the pioneers of the Environment Protection Department (the then Environmental Conservation Department), Vitalis has a vast knowledge in governmental procedures and legislation and in the integrated nature of environmental management. As the Director of EPD Sabah, he aspires for Sabah to continue to have enduring charms of nature and environmental treasures to be appreciated not only by this generation but also those to come.

Dr. Tan holds a PhD.in Environmental Engineering from Univesiti Teknologi Malaysia. She is a sustainability consultant with about 5 year experiences, expertise in green building sustainability design including building thermal envelope modeling, building daylight simulation, water and waste management, and building carbon management. She had advise and coordinate more than 30 projects in green building certification for international and local tool such as GBI, GreenRE, Green Mark, MyCREST and LEED.
She is a Council Member of the Malaysia Green Building Confederation (MGBC) for year 2020-2021. She also an accredited Green Building Index (GBI) facilitator(GBIF), GreenRE Manager, LEED AP, and MyCREST Qualified Professional.
Prior to green building profession, Dr Tan worked as a Researcher in Research Institute for Sustainable Environment (RISE) in Universiti Teknologi Malaysia where she specialises in waste-to-energy process planning and optimisation. She involves in several international and national projects, including ‘Transboundary Study of Haze Episode’ with collaboration from Academic of Science Malaysia and ‘Low-carbon City Planning for Iskandar Malaysia'.

Mr. Abd. Malik Atan is the Manager (Head) of Green Certification & Verification Centre, Malaysian Green Technology and Climate Change Centre (MGTC).  He was formerly the Manager, Greenpreneur Services of GreenTech Catalyst Sdn. Bhd. (A company under Malaysian Green Technology Corporation). He holds a Bachelor of Business (Accounting) from Monash University, Caulfield Campus, Melbourne, Australia and Master of Business Administration (Finance) from Universiti Putra Malaysia, Serdang Campus, Selangor, Malaysia.

His career started in the Public Accountant; Abdul Raji & Co in July 1997 for over 2 years. He joined Malaysian Green Technology Corporation (Formerly known as Pusat Tenaga Malaysia) in November 1999 as a Project Finance Executive for UNDP/GEF Fund: Malaysia Industrial Energy Efficiency Improvement Project (MIEEIP). Zaina spent her academic and professional career, creating a cross-collaboration training model to create high-performing cross-cultural and cross-disciplinary teams, harnessing diversity for sustainable innovation. She is currently the CEO of Rain Diversity and Project Manager for INGA, developing the 2021 business model and strategy.

As a certified Creative Genius Facilitator from Aalborg University (AAU),
She believes innovation comes from the skillsets and the creativity of individuals that can be trained.

She received her education at AAU with a Master's in Culture, Communication and Globalisation in organisation and leadership, focusing on Corporate Sustainability.

Born and raised in Sabah, Zaina's childhood spent exploring the majestic life underwater with her father. These impressions from youth have made Zaina a strong advocate for sustainability, mainly marine conservation.

In 2019, Zaina published her own children's book and encapsulated UN sustainable goal 4 - quality education and 14 - life below water. Under The Blue-eyed Turtle Project, her book was created and donated to the various high school teachers and students in Semporna, Sabah. She planned and executed the project together with Semporna District Education Office, WWF Malaysia, Green Semporna, Scuba Junkie Seas and an award-winning cinematographer from the BBC's ground-breaking Blue Planet II. The purpose was to engage students on the importance of underwater marine biodiversity through playful learning workshop and providing new innovative tools for teachers to empower change inside their classrooms on how to engage sustainability through creativity.

Zaina's intention with her book is to promote compassion and care for our planet and develop new ways of thinking.

She hopes she can inspire the next generation to take the lead in fighting for a sustainable world actively.

Dr. Wei-nee Chen

Dr. Wei-nee Chen holds a Bachelor Degree in Computer Science from the University of Canterbury, a Master of Business Administration from Universiti Tun Abdul Razak, and a Doctor of Business Administration from Universiti Kebangsaan Malaysia. She was formerly the Chief Strategic Officer of the Sustainable Energy Development Authority (SEDA) of Malaysia from October 2011 until September 2020. From December 2005 to mid-2011, Dr. Wei-nee served in the capacity of a Technical Advisor in the Malaysia Building Integrated Photovoltaic (MBIPV) Project; a project by the United Nations Development Program and administered by the Malaysian Government. Prior to coming back to Malaysia, she worked in New Zealand for 10 years in various industries. Today, Dr Wei-nee is known for her deep passion for renewable energy and energy transition. On 16th September 2020, she joined Hibiscus Petroleum Bhd, Malaysia's first publicly listed independent oil & gas exploration and production company, to pursue her passion in energy transition under the capacity of the Vice-President of New Energy Ventures.

Dato’ Ir. Dr. Ali Askar Sher Mohamad graduated with a BSc (Electrical Engineering) from Purdue University, West Lafayette, and a Masters in Power Engineering from UNSW, Sydney. He completed his PhD at UNITEN on the technical impact of connecting large scale solar PV plants to the utility network. He has served the Malaysian power utility TNB in various engineering and management positions. He taught at UNITEN from 2009 to 2011, teaching renewable energy and power systems subjects, while acting as a consultant to carry out Grid connection and Feasibility Studies for various renewable energy plants. During this time, he was also appointed as the Technical Advisor to the Ministry of Energy, Green Technology and Water on RE grid connection issues and related legislation.

 

In November 2011, he was appointed the first Chief Operating Officer of the newly set up Sustainable Energy Development Authority (SEDA) Malaysia. During his tenure, renewable energy became a mainstream source of electricity, rather than being a fringe technology to be tolerated. On 31st March 2016, he ended his service as COO of SEDA and joined Sher Engineering & Consultancy Sdn Bhd, an engineering consultancy practice focusing on renewable energy projects, especially Grid connection in Malaysia and the ASEAN region, including Bangladesh. Dato’ Ir. Dr. Ali is active as an examiner for the Professional Interview for Institution of Engineers Malaysia (IEM), sits on the Publication Committee of the Board of Engineers Malaysia (BEM), and is an Associate member of the Institution of Asset Management (IAM) UK. Mrs. Pengiran Noraini Binti Pg. Mohd Hussein Al-Hashim is the Chairperson 2019/2021, Women Engineers Section, Institution of Engineers Malaysia (Sabah Branch) and have served the committee in various positions for six years prior. 

 

Currently, Ms. Pengiran Noraini works for Cenergi EE Holdings Sdn. Bhd. as Senior Manager for Solar Operations and Energy Efficiency. She looks after the company’s operating solar plants and Energy Efficiency Projects in Malaysia. Cenergi is a premier energy solutions company specializing in reduction of carbon footprint through investment in renewable energy and energy efficiency projects.  

 

Being a Registered Electrical Energy Manager (REEM) with the Energy Commission, she is also an active member of Malaysian Association of Registered Electrical Engineer Managers (MAREEM) and was the IT Committee in 2018/2019. The association also plays an active role in giving feedback to policy and lawmakers on energy efficiency matters.

Ir. Andrew Amaladoss, is a Mechanical Engineer by training. He holds a Bachelor of Technology (Honours) degree from Loughborough University and an MBA from Durham University, both in the UK.

 

He began his career with Sabah power utility company, Sabah Electricity Sdn. Bhd. (previously Lembaga Letrik Sabah), in 1980. He left SESB in 2007 to join the private sector in developing renewable energy projects. He set up his own consultancy practice in 2009.

British environmental engineer from Brunel University in West London, UK which is known as the “Engineer’s University”. BSc and PhD gained between 1963 and 1971. “Hands off” and “hands on” in all areas of expertise with over 40 years international experience; a recognised trouble shooter. Lectures given at numerous universities and technical institutions worldwide and was an external invigilator for UMIST in the U.K. Resident in KK for 20 years specialising water treatment, SWRO, sewage treatment and waste treatment including MSW/plastics treatment pyrolysis. Sewage treatment sludge and food waste can be digested using Black Soldier Flies and African Nightcrawler worms to produce food for aquaculture and excellent fertilisers.

Ir. Song Perng Yeu is a registered Professional Engineer with Practicing Certificate (PEPC) with the Board of Engineers Malaysia and holds a Bachelor Degree in Engineering (Civil) from The University of Adelaide, Australia.

 

He is currently the Principal of Jurutera Perunding Bumireka, a civil and structural engineering consulting firm based in Sabah and has been practising for more than 20 years involving in many projects from high end residential, commercial and mix developments to water supply and treatment plants as well as road and highway.

 

Ir. Song is currently GBI Accreditation Panel Members and Executive Committee Member of Association of Consulting Engineers Malaysia Sabah Branch, ACEM(S) and Immediate Past Chairman of Malaysia Green Building Council Sabah Chapter, MalaysiaGBC (Sabah Chapter).
